Higher attestation Commission under the Ministry of education and science of the Russian Federation (WAC at the Ministry of education and science) was established in order to ensure a unified state policy in the field of state attestation of scientific and scientific-pedagogical workers.

Currently the work on formation of the list of peer-reviewed scientific publications, which should be published basic scientific results of the dissertation for scientific degree of candidate of Sciences, on competition of a scientific degree of the doctor of Sciences (hereinafter – the List), in accordance with the rules of forming the List and requirements for peer-reviewed publications for inclusion in the List approved by the Ministry of education and science of the Russian Federation from July 25, 2014 No. 793, as amended by order of the Ministry of education and science of the Russian Federation from June 3, 2015 No. 560.
